Shippers Face Deadline for EU’s FuelEU Maritime Regulation

Shipping companies operating in the European Union need to prepare for stricter environmental regulations. The deadline to submit plans for monitoring fuel type and consumption under the FuelEU Maritime regulation is approaching on August 31st, 2024.

What is FuelEU Maritime?

  • Part of the EU’s Fit for 55 package, aiming to green the shipping sector.
  • Requires a reduction in the greenhouse gas intensity of energy used by ships over 5,000 gross tonnes.
  • Gradual reduction from 2% in 2025 to 80% by 2050 compared to 2020 baseline.

Key points for shipping companies:

  • Compliance: Companies must submit a monitoring plan by August 31, 2024, tracking fuel type and consumption for every EU voyage per vessel.
  • Penalties: Non-compliance will result in penalties issued on the document of compliance (DoC), with severity depending on fuel mix, trading patterns, and the extent of exceeding the target.

Challenges and Opportunities

  • Limited Green Fuel Options: Friederike Hesse, co-founder of zero44, a maritime carbon solutions platform, warns of limited access to alternative fuels in the initial phase (2025). Companies may need to explore pooling strategies and penalty forwarding to manage costs.
  • Double Whammy: FuelEU focuses on fuel quality, while the existing EU Emissions Trading System (EU ETS) taxes carbon emissions. This creates a two-pronged approach, incentivizing investment in green fuels and cleaner operations.

The Road Ahead

With the combined pressure from FuelEU and EU ETS, especially after the full implementation of EU ETS in 2026, shipping companies are urged to prioritize investments in:

  • Green Fuels: Transitioning away from traditional fuels towards renewable and low-carbon alternatives.
  • Zero-Emission Ships: Exploring and adopting new technologies for cleaner maritime transportation.

The FuelEU Maritime regulation presents both challenges and opportunities for the shipping industry. By acting proactively and complying with the regulations, companies can benefit from cost savings and position themselves for a sustainable future.
